The proposed Suez Environnement / Sita Guernsey waste treatment facility will have a capital cost of £93.5 million. Suez Environnement values the contract with the States of Guernsey at £194 million. This does not include the interest payments, which will amount to a further £66 million. Total cost in 2012 pounds Sterling is about £260 million. In 2037 when the contract ends the total cost could amount to over £400 million for a community of just over 60,000 people.

Chartered engineer Alan Watson gave a presentation on the Suez solid waste treatment facility proposal on 9 February to a packed Harry Bound room at Les Cotils in St Peter Port, Guernsey. Mr. Watson examined the cost of the project, which in today's money amounts to a total cost of about £260 million over 25 years. He showed that if the tonnage of waste entering the facility declined gate fees would have to increase appreciably. He questioned the volume of residual waste and whether it was suitable for incineration. He also questioned the waste growth assumptions. He showed that incinerators only generate electricity efficiently in a narrow range of waste input they were designed for.

The waste Disposal People's Panel (WDPP) established by former Public Services Department Minister Bill Bell determined that the tendering process for a solid waste treatment facility was inherently flawed and would result in a plant that would be "inappropriate to the needs of the Island of Guernsey on the grounds of cost, capacity and environmental impact." The new minister for the Public Services Department, Deputy Bernard Flouquet, dismissed their findings and dismissed the panel.

The UK's Green Fiscal Commission has issued a report on using fiscal policy to reduce greenhouse gas emissions. The tax policy would be revenue neutral by taxing fossil fuel energy usage and using the revenue to subsidise energy efficiency measures and reward environmentally conscious consumers. Income taxes and National Insurance contributions would be reduced to compensate for the increase in energy and carbon taxes.

We should no longer be installing fossil fuel powered systems but be fast-tracking renewable energy systems. Our whole Guernsey community should be working together to make this happen.

The Electric Vehicle Company in Guernsey is now the research & development centre for converting a number of petrol powered cars to battery power. The cars will be converted in the UK by The Electric Car Corporation Plc. Currently the electric models available include the Peugeot 107, the Fiat Panda, the Citroën C1 and the Smart EV. A van conversion is also being performed for the States of Guernsey's Environment Department.

Guernsey Beach Cleans and Beachwatch 2009 -

The States of Guernsey Environment Department co-ordinates and organises the Marine Conservation Society's annual Beachwatch event. This year's Beachwatch will be on the weekend of 19 and 20 September. Guernsey Climate Action Network has adopted two Guernsey beaches to clean at least on a quarterly basis. These are Rocquaine Bay and Champ Rouget by the Chouet Tea Room. Litter washes up from the sea particularly after storms. This litter comes from shipping, fishing boats, and from other countries. During the summer months some island residents and visitors litter the beach. Besides litter being unsightly it poses a hazard to wildlife. It is the responsibility of all of us to pick-up litter and dispose of it in a suitable litter bin. Sometimes hazardous material washes up and this should be left for the authorities to dispose of safely.

The Chartered Insurance Institute (CII) warns that catastrophic natural events caused by climate change are happening already. Insurance claims are rising as a consequence. The insurance industry should work with government and other stakeholders to prevent some risks becoming uninsurable. The industry should take a more active role in dealing with the risks of climate change. The CII report on Coping with Climate Change echoes the Stern Report that a risk postponed, is a risk multiplied.

We should introduce mandatory recycling -

The States have given the island a 50% recycling target and quite right too. We have no more suitable holes in the ground and more to the point, no money (or appetite) for a huge incinerator. Surely then, to reach this target we must stop pussy-footing around and instead of the gentle persuasion, education and coaxing to recycle we have seen so far, we should introduce mandatory recycling. Quite simply it should be against the law to put currently recyclable materials into our dustbins.

Decision time is approaching for the treatment of Guernsey's waste. A range of approaches can be expected in response to the call for tenders. At one extreme is likely to be the solution adopted by Jersey, for a large mass burn incinerator to handle, at great expense, the great bulk of the waste stream. More closely attuned to modern developments is the approach taken by our nearby neighbours in Brittany, in the north west of the Cotes d'Armor.

Anne Sandwith of Guernsey Organic Growers favours the EU ban on highly toxic pesticides that are suspected of being genotoxic, carcinogenic or toxic for reproduction. The Centre for Agricultural Strategy at Reading University suggests that more food could be produced under organic production than under the slightly improved pesticide regime to be agreed by the EU.

A planning application has been submitted to the Environment Department for a 3 storey car park for 84 cars, to be situated between Don Street and Les Canichers in St Peter Port, Guernsey. Vehicles account for twenty percent of Guernsey's greenhouse gas emissions. Our island will not meet its emission reduction targets if it continues to give permission for additional car parking in St Peter Port.

A1 Distributors Ltd., St. Peter Port, Guernsey sells compostable take-out food packaging made from sugarcane leaves and other plant products. This take-out food packaging decomposes after use so it is an ideal replacement for Styrofoam take-out food packaging, which doesn't decompose. Styrofoam food packaging disposed of carelessly in the environment lasts practically forever. Besides the aesthetic nuisance of this unsightly litter Styrofoam take-out food packaging impacts wildlife. Styrofoam food containers break up into small pieces and can be consumed accidentally by birds and other wildlife. This can cause fatalities through intestinal blockage and starvation and can facilitate disease.

Guernsey Climate Action Network Chairman Professor Nick Day has been appointed to the shadow Renewable Energy Commission. Professor Day retired as Professor in Epidemiology at the University of Cambridge. Since returning to Guernsey he has taken a keen interest in the effects of climate change and brings to the Commission a considerable knowledge of the renewable energy opportunities in Guernsey.

The French company Uniross has received World Wildlife Fund (WWF) endorsement for its AA and AAA nickel metal hydride batteries. Rechargeable AA and AAA batteries come in various mAh capacities. They can be charged hundreds of times at a cost of a few pence each time saving the consumer hundreds if not thousands of pounds Sterling during the life of the battery.

The States of Guernsey Public Services Department announces that from 19 January 2009 the Guernsey public will be able to bring Expanded Polystyrene (EPS) to two locations for recycling - the Longue Hougue temporary civic amenity site and the Mont Cuet bring bank site. The Public Services Department have purchased a Strautmann Cut Compact machine which can reduce EPS to 15% of its original volume. The compressed EPS will be shipped to the UK where it will be used to manufacture park benches, fencing and posts, and marina pontoons among other items.

Deputy Mike Collins is concerned by the accuracy of the Mont Cuet landfill figures. He would like the Scrutiny committee to re-evaluate the residual waste entering the Mont Cuet landfill. He is concerned that kerbside recycling has been stopped principally for staffing reasons. He believes that commercial food residue and kerbside food waste could be stabilised and reduced in vessel composters before being placed into the Mont Cuet Landfill. He is also concerned by the discontinuation of the Waste Disposal People's Panel. He believes that the micro-incinerator proposed by the WDPP is an excellent idea.

The Future of Guernsey's Waste - A Load of Old Rubbish -

A 'final waste solution' for Guernsey will be announced early next year. Tonight we will review recent State's decisions on Guernsey's solid waste strategy together with the work of the People's Panel on Waste Disposal. This panel produced a report on solid waste treatment solutions before the July States debate. The panel questioned the amount of waste that needed to be processed as called for in the tender contract (45,000 tonnes rising to 70,000 tonnes over 25 years). Panel members concluded that to build a facility based on these figures would prove to be the biggest unnecessary public spending commitment every undertaken by the States of Guernsey. This evening we will examine these complex and often contradictory findings and consider some of the possible outcomes for our island.

This tour will visit Longue Hougue where large item recycling & scavenging takes place; Fontaine Vinery Segregation where the tins, cans & glass arrive from the bring bank; the Mont Cuet landfill site; the Chouet horitcultural site; Mayside Recycling Ltd., which receives paper, cardboard, juice & milk cartons, and polyethylene plastic; Guernsey Recycling, which receives scrap metal, appliances and vehicles; and Island Waste Ltd. which recycles the contents of skips.

G-CAN stall at St. Martin Farmers' Market -

Guernsey Climate Action Network (G-CAN) runs a stall selling Guernsey Organic Growers vegetables and Senners' bread at the Sausmarez Manor Farmers' Market on most Saturday mornings from April through to the end of October. When the weather is inclement the market moves indoors to either the St. Martin Community Centre or the St. Martin Parish Hall.

Juice and Milk Carton Recycling begins at Eight Bring Bank Sites in Guernsey -

Guernsey's Public Services Department organises recycling of juice and milk Tetra pak and Elo pak cartons at eight bring bank sites in Guernsey beginning on the 16 October 2008. This has been accomplished thanks to a £40,000 donation from HSBC, new collection bins from Tetra Pak and ACE UK, and the collection and compaction of these cartons by Mayside Recycling Ltd. in Guernsey.

A new electric car arrives on Guernsey roads -

The Mega City Electric Car is ideal for island driving. It has a range of about 40 miles and a top speed of 40 mph. This is ample for Guernsey where the speed limit is 35 mph. The car can be plugged into a wall socket at home and will charge overnight for a cost of about £0.35 using the economy 12 tariff so the journey cost is less than 1 pence per mile.

The Waste Disposal People's Panel is proposing a radically different approach to the treatment of the Island's waste from the approaches put forward by the Public Services Department. The WDPP's proposals, if they were to pass independent technical and financial scrutiny, would provide a solution to Guernsey's waste problem that has major advantages, both environmental and financial, over a 70,000 metric ton a year capacity mass burn incinerator, or similar facility. It would be most unfortunate if the States were not to allow consideration of a solution to our waste disposal problem based on the PDPP's approach, or similar alternatives. The potential benefits are too great to ignore.

In Lynn Sloman's book “Car Sick" she found that 40 percent of the car trips made by the average person could have been made by bike, foot or public transport. The only reason for driving was habit. We forget that it is only 50 years ago that we all got around perfectly well by bike, on foot or by bus. We have become addicted to our cars. Guernsey has become saturated with vehicles so that walking and cycling has become less pleasant and sometimes dangerous.

The Electric Vehicles Company in Guernsey, Channel Islands, Great Britain converts petrol powered Smart cars to battery power. The Smart EV lithium batteries cost £0.50 to charge up on Guernsey Electricity's economy 12 rate. The electric car has a range of 50 to 70 miles. This equates to a running cost of less than £0.01 per mile. This equates to a fuel efficiency of 270 mpg. With the Smart EV you will never have to fill-up at a petrol station again and you will be reducing your Smart car's C02 emissions.

The reduction in tipping receipts at the Mont Cuet landfill during a time of respectable economic growth shows that the previous assumption that tipping receipts increase proportionately with the level of economic activity is no longer to valid. The Guernsey public embraces recycling as a partial solution to the waste problem. At a time when there are many competing pressures on infrastructure investment, Guernsey should explore other ways to treat our solid waste to avoid the unacceptable high cost of a large incinerator.

Why a Mass Burn Incinerator is wrong for Guernsey -

The costs, whether social, financial or environmental of a mass burn incinerator for Guernsey are of a scale that we can scarcely contemplate. The minimum size for a Mass Burn plant is 50,000 metric tons throughput per year, which exceeds the entire current waste output going to the Mont Cuet landfill. Success in waste reduction will render an irresponsible Mass Burn plant redundant; something that will benefit both our conscience, our pockets as well as future generations. Deputies need to consider carefully the opinions of the electorate, to explore their conscience, for what they are about to debate is of the utmost importance to Guernsey's future on many different levels.
